Implementation strategy. This roadmap delivers a national leadership system in five sequenced phases over five years, moving deliberately from diagnosis (Phase 1) to standards (Phase 2), to capacity-building through a national academy (Phase 3), to national rollout across all regions (Phase 4), and finally to monitoring and continuous improvement (Phase 5).
Governance. A National Leadership Board owns policy, standards and funding; Regional Implementation Units deliver locally; an independent Quality Assurance Office safeguards integrity and reports risk directly to the Minister. Authority and accountability are explicit at every tier.
Capacity-building. The Leadership Academy is the engine of the strategy β preparing, certifying and continuously developing leaders against national standards, with regional talent pools and succession plans ensuring no critical post is left without a ready successor.
Funding. Delivery is underpinned by a secured multi-year funding envelope (β $240M over five years), allocated to the academy, pipeline, certification, regional implementation and governance β and tied to clear performance indicators rather than activity alone.
Monitoring & evaluation metrics. Progress is tracked against the National Readiness Index, certification rate, succession readiness, critical-vacancy reduction and regional equity. Phase 5 embeds independent evaluation and a biennial policy review so the system improves on each cycle.
